Early Childhood Mental Health & Home Visitor Consultant


Jewish Family and Children’s Services (JFCS) is the oldest non-profit in California and has been assisting residents of San Francisco, the Peninsula, Marin, and Sonoma Counties since it was founded in 1850. Under the direction of the Early Childhood Mental Health (ECMH) Program Director, the Early Childhood Mental Health & Home Visitor Consultant participates in specialized training and provides consultation to childcare centers and Home Visitors. This program is part of a government and grant-funded project to enhance childcare services for low-income children birth to five years old and their families.

The ECMH & Home Visitor Consultant understands and assists in meeting the mission, service, and budget goals of Jewish Family and Children’s Services and works within the limitations of the Agency’s resources and performs all duties in compliance with agency standards.


JOB TITLE: Early Childhood Mental Health (ECMH) & Home Visitor Consultant
REPORTS TO: Early Childhood Mental Health (ECMH) Program Director
EMPLOYMENT TYPE: Full-time with benefits

  • Provides case-centered consultation to childcare staff and Home Visitors individually and in groups to discuss children about whom they have questions or concerns
  • Meets regularly with staff and parents/families to assess and understand the individual needs of the child and work with all parties to develop appropriate strategies to address the concerns
  • Observes children in their childcare setting to assess functioning, relationships with caregivers and other children, and “fit” with the program
  • Formulates a case plan; completes assessments consistent with the level of competence
  • Meets with families to partner with them to complete assessments, provide developmental guidance and make referrals, including linkage to clinical services
  • Meets regularly with childcare staff and the Home Visiting Team to address programmatic concerns, as requested, i.e., inter-staff interpersonal relations, program-wide concerns/changes, staff turnover, and curriculum
  • Provides consultation to center staff and the Home Visiting Team on programmatic issues that affect the quality of care provided to the children, as requested. Assists staff to build and maintain productive collegial relationships with one another
  • Discusses effective mechanisms for working with parents and assists staff members to enhance their skills and ability to work with parents and develops and conducts workshops/trainings for staff/parents as indicated
  • Regularly attends and actively participates in a comprehensive training program that includes individual supervision, administration supervision, semi-monthly group supervision/case consultation, and additional supervision focusing on the principles and practices of mental health consultation


  • Licensed or License eligible (MSW, PsyD, PhD) is required
  • 2 year’s experience with assessment of young children’s social and emotional functioning
  • 1-year work experience in group care settings for children
  • Bilingual in Spanish
  • Knowledge of Early development, trauma, attachment, and child development
  • Knowledge of Word processing software, email, and electronic health systems to maintain case records and communication with staff
  • Valid Driver’s License is required as proof of automobile insurance
  • Strong organizational skills
  • Ability to communicate (orally and written) effectively with clients, family members, community representatives, and JFCS colleagues
