Morgan Hangartner
Staff Attorney, Émigré Services
Morgan Hangartner received his undergraduate degree in International Relations from U.C. Davis and his law degree from Temple University in Philadelphia. He is a member of the State Bar of California and has worked on a wide variety of immigration applications and appeals. During law school, Morgan worked as an intern with the Philadelphia Immigration Court and with Nationalities Service Center, a non-profit that provides low-cost legal services to immigrants. Morgan is fluent in German and conversant in Spanish.

Geri Kahn
Consulting Attorney
Geri is a consulting attorney to the Émigré Legal Department on Immigration issues. She was previously employed by JFCS as an immigration attorney and is now in private practice. She holds a BA in Politics from the University of California, Santa Cruz and her law degree from the University of San Francisco. She is a member of the State Bar of California and is a specialist in immigration law, certified by the State Bar of California.

Carolina D. Ramos
Legal Assistant / Citizenship Program Manager
Carolina Ramos is a Bay Area native, who grew up and went to school in San Francisco. She holds a BA in Russian Studies from the University of California, Santa Cruz, and as a student spent one semester in Russia. She later lived in Bulgaria for nearly a decade, during five years of which she worked in the Consular Section of the U.S. Embassy in Sofia. Carolina is fluent in Bulgarian and Russian, and she is conversational in three other languages.

Irina Belostotskaya
Citizenship Program Case Manager
Originally from Russia, Irina graduated with a degree in Chemical Technology from the Chemical Technology Institute and worked in a chemical laboratory for 25 years. Irina immigrated to the United States in 1994, and is now a U.S. citizen thanks to JFCS's citizenship program. She has been working for JFCS since September 1999. Her personal experience in immigrating and in becoming a citizen helps her immeasurably in her work.
